IT Project Manager/SCRUM Master

Position Summary

The Project Manager position will be a blended role requiring both Scrum Master and project management skillsets. Primary responsibility will be to organize and drive technical projects, track project performance, identify and manage risk, communicate project progress to stakeholders, and champion initiatives on behalf of the Bank. A continuous improvement mindset and ability to work within an Agile framework such as LEAN, SCRUM, or Kanban is a must. The position will embrace a continuous improvement mindset by looking for efficiencies that enhance the team’s processes and pushes towards a more streamlined Agile practice. The Position will be empowered to propose information technology strategies, policies, and procedures by evaluating organization outcomes and identifying opportunities. Position is expected and will be supported in maintaining professional and technical knowledge by reviewing professional publications, attending educational workshops, and maintaining a strong technical network. Success at this position will require close coordination with other bank departments and Federal Reserve National organizations.

Essential Accountabilities

Accountable for the execution and quality of assigned technology projects and initiatives.

Guiding project teams through project execution while showing flexibility to adapt as needed to meet project goals.

Partners with IT Management to build technology roadmaps and communicate throughout the bank as required.

Coordinates and sustains vendor relationships.

Anticipates and eliminates barriers/risks to project success.

Adaptive communication strategies for different target audiences with ability to employ negotiation, diplomacy, and conflict resolution

Compile metrics in support of communicating project health.

Manage the financial component of projects to ensure project budget health.

Provide project management consultation and guidance in support of PM efforts throughout the Bank.

Scrum Master Role on various initiatives in order to build strong, effective, functional self-directed project teams.

Champion the continuous evolution of an Agile mindset within the department.

Facilitates Agile ceremonies which include daily stand-up, sprint planning, demos, and retrospective meetings.

Remove impediments faced by Agile team.

Support the Product Owner to prioritize and refine backlogs.

Mentor and coach less experienced staff on project team.

Senior Program Analyst (Integrated Master Scheduler)

Position Summary:

Develops plans, schedules and budgets to meet contractual requirements for multiple and/or large complex programs.

Duties and Responsibilities:
* Creation and maintenance of program Integrated Master Schedule (IMS)
* Responsible for the development of a DCMA compliant Integrated Master Schedule (IMS) that achieves necessary cost and schedule integration
* Creation and maintenance of Integrated Master Plan (IMP)
* Assist in planning, scheduling, and cost estimating tasks
* Perform analyses and prepare reports to assist in ensuring that programs meet or exceed schedule commitments
* Participate in the preparation of schedules for all contract work and perform and/or assist in analyses such as critical path, schedule risk, and variance analysis
* Incorporate contractual and programmatic changes into the IMS in order to maintain realistic, current contract schedule baselines

* Perform other duties as assigned

* Supports, communicates, reinforces and defends DRS mission, values and culture

Basic Qualifications:
* Bachelor’s Degree from an accredited university or college in Accounting, Finance, Business Administration, or related field of study
* Prefer minimum 8 years of professional experience in Accounting, Finance, Program Management or Program Planning & Scheduling
* Prefer minimum 5 years of scheduling experience in an engineering/manufacturing environment (preferably aerospace)
* Demonstrated experience in using MS Office suite products (MS Word, Excel, PowerPoint, etc.)
* Demonstrated Microsoft Project experience (or similar project scheduling software)
* The ability to interface and influence at all levels of an organization
* Strong communication skills, both verbal and written
* Ability to thrive in a deadline-oriented environment

* US Citizenship is required.

Additional Desirable Qualifications Skills and Knowledge:
* Eight (8) plus years of professional experience in Program Planning & Scheduling
* Demonstrated knowledge of the Earned Value Management System (EVMS)
* Demonstrated ability to balance technical/cost/schedule constraints to achieve customer satisfaction
* Demonstrated knowledge and experience in assisting Integrated Product Teams (IPTs) in planning, scheduling and cost estimating tasks
* Demonstrated experience with Risk and Opportunity Management
