Law Enforcement Security Screener

Job Summary:

Performs a variety of physical security and screening duties related to providing for the security and protection of the people, property, and operations of the Federal Reserve Bank. The primary responsibility of this position is to identify dangerous objects/items on persons, in bags, mail, deliveries, etc. and prevent the prohibited items from entering the facility and to facilitate access control duties at screening points. Requires the performance of various physical tasks including, but not limited to: using a metal detector, hand-wand, and x-ray machine; verifying personal identification and entering data into Law Enforcement (LE) data bases and facilitating access control and administration (including issuing ID badges); monitoring closed circuit television monitors, utilizing two-way LE radios, and assisting Federal Reserve Law Enforcement Officers (FRLEOs). This is a non-sworn Law Enforcement position. May require performing duties in emergency or crisis circumstances without being relieved for extended periods of times.

Key Activities:
* Utilizes effective customer service to protect lives and property through implementation of Department processes and procedures related to the operation of screening points.
* Operates threat detection equipment, including x-ray screening machines, handheld metal detectors, and walk-through metal detectors to screen for, and identify, dangerous or prohibited objects/items.
* Screens and verifies identification of people for appropriate entrance authorization through use of access control systems and detection of fraudulent forms of identification.
* Assists FRLEOs in handling emergency medical events at or in close proximity to screening points by providing radio communication to request advance medical care and when necessary performs first aid, CPR, automated external heart defibrillator, etc.
* Prepares detailed written Incident Reports of any incidents that occur at or near screening points in accordance with Bank and Department policies and procedures.
* Monitors the movement of persons on premises to control restricted and sensitive area access, and reports concerns and situations to the Law Enforcement Communications Center or FRLEOs on duty near screening points.
* Maintains applicable logs and performs other administrative tasks.
* Enters data in the Department Computer Aid Dispatch (CAD) and incident management system, access control system and visitor registration system.
* Operates and monitors additional Law Enforcement and life safety systems and equipment, including but not limited to the closed circuit television system, access control, two-way radios, and fire extinguishers.
* Processes, creates, and/or programs ID/proximity card badges; completes routine reports for non-emergency calls for service; assists with evacuations and other crisis response-related efforts; and/or performs fingerprinting and requests background checks utilizing NCIC.
* May assist in the Customer Service Center during staffing shortages or peak periods of badge issuance processing.
* Wears a prescribed uniform, including carrying radio and emergency medical gloves, while on duty.
* Performs other duties as assigned.

Overview

Working in the Law Enforcement Control Center , the Control Center Specialist will monitor video displays and access control activities. The Control Center Specialist also will monitor additional fire and life safety systems and respond to all alarms according to established policies and operate numerous computer based systems to include Federal Reserve applications as well as other necessary applications. These applications include but are not limited to Outlook, Excel, Word, the Federal Reserve’s Automated Notification System (ANS), the Eighth District Access Control System, the Eighth District Surveillance System, Lexis/Nexis/Accurint for Law Enforcement and the National Crime Information Center (NCIC) system.

This work schedule for this position is: 12pm-8pm Monday-Friday

Responsibilities
* Operate a variety of communications systems including telecommunication systems, a two way radio system, and the building intercom system. The Specialist must also qualify to be authorized to operate the National Crime Information Center (NCIC) system.
* Responsible for understanding and following established policies and procedures dealing with a wide range of contingencies that may occur on a regular basis and will be working in an environment with a structured chain of command. The ability to qualify to be authorized to utilize NCIC is a prerequisite for this position.
* Must be able to utilize the complex NCIC system extensively and must be able to operate NCIC efficiently and interpret volumes of information accurately.
* Serve as a backup in conducting background and screening services for contractors and vendors.
* Serve a critical role in conducting background and other due diligence checks on a variety of other individuals (i.e., someone seeking an audience with a member of executive management).
* Assist in managing the LEUIS Service Mailbox which is the portal by which the LEU receives service requests from other business areas.
* Monitor and manage department service tickets.
