Position Title:
Construction Manager Fiber

Position Summary

Responsible for all aspects of construction on Crown Castle projects including; Vendor selection, on-site management, coordination of subcontractors and customer representatives. Represent Crown Castle as the expert on construction issues relating to construction/modification of Enterprise, Dark Fiber and Small cell projects, including in-building fiber installation, public right-of-way, Collocation and Hub projects along with the
associated inside & outside plant construction methods.
Oversight for OSP/ISP and small cell projects will include activities related to above and belowground fiber installation, hub construction, node construction and related utility make-ready. Ensure all assigned projects be completed according to mutually agreed upon timeline and budget of customer and Crown Castle. Ensure all work conducted in accordance with Crown Castle policies and procedures in support of Crown Castle objectives.

Essential Job Functions

* Directly advise and influence decisions of Project Managers in all aspects of engineering work.
* Work closely with engineering contractors to identify the correct fiber path/route during route field review.
* Review all completed engineering design documents for accuracy including route path, verifying all required permits and accuracy of rake off sheets.
* Directly advise and influence decisions of District and/or Program and Project Managers in all aspects of construction work.
* Actively participate in and make recommendations in Vendor selection process.
* Attend deployment and other customer meetings as subject matter expert for Crown.
* Develop customer relationships that may result in influencing customers to award service work to Crown.
* Make regular trips to sites during construction including bid walk, preconstruction site walk, in progress site visits, punch walks and construction closeout. Provide direction to general contractors when doing groundwork.
* Understand prevailing rates for all construction work and ensure Crown Castle is receiving competitive rates for quality work.
* Submit material request for each segment/span and assign to construction contractor.
* Responsible for periodic material audits of contactors warehouse.
* Responsible to negotiate costs within scope of project, hold Vendor accountable to ensure budget be maintained; ensure District and/or Program and Project Managers and customers are aware of issues that will affect project completion or cost.
* Responsible to problem solve issues that may occur onsite, make recommendations based on priority, and need to ensure the project and budget timelines and cost maintained.
* Ensure all workmanship be completed in accordance with Crown Castle construction standards, processes, and procedures.
* Ensure accurate and complete files are maintained for projects and appropriate closeout documents are distributed in a timely manner and are in accordance with corporate and customer standards.
* Ensure that all jobs updated in a project tracking system with complete accuracy.
* Work directly with Field Inspectors, assign task for field review, and follow up on all discrepancies and variances.
* Act as Crown Castle safety observer and Quality Assurance representative while at the site ensuring compliance with Crown Castle safety program and related workmanship practices.

Education/Certifications

* High School degree
* A valid drivers license required

Experience/Minimum Requirements

* Minimum three (3) years of telecommunications/wireless construction experience

* Knowledge of Outside Plant Construction techniques (aerial & underground)
* Familiarity with test equipment and techniques for performing OTDR, Power Meter.
* Working knowledge of NESC, NEC and OSHA standards.

Other Skills/Abilities

* Knowledge of budget development and execution
* Knowledge of construction management process
* Knowledge of site acquisition procedures, including regulatory and permitting process
* Ability to read and understand blueprints
* Ability to direct and diagnose work flow problems, critical paths and institute remedies
* Customer service orientation with a strong problem solving approach – strong interpersonal skills
* Strong computer skills – MS office and project management software knowledge

Position Title:
Site Acquisition Manager – Small Cell & Fiber Solutions

Position Summary

Responsible for the management of all Site Development preconstruction service using cross-functional project teams to provide contracted services to customers (e.g., RF design, site acquisition, A&E services, file reviews, land use planning, collocations and zoning/ permitting approval) and ensuring project timelines are met
in accordance with Crown Castle policies and procedures.

Essential Job Functions

* Partner with Real Estate Acquisition, NSD, Area/District teams in identifying strategic real estate candidates for the construction of new wireless infrastructure.
* Ensure management and internal/external customers are aware of issues that will impact project completion.
* Manage multiple site acquistion vendor relationships and contracts in driving consistency, efficiency, and financial results.
* Develop accurate project plans and budgets for Site Development Services by evaluating customer needs / expectations, pricing, and internal resourcing.
* Coordination and oversight of preconstruction site development services, from site identification through zoning approval for multiple sites and multiple customer projects, ensuring that all preconstruction activities, including, but not limited to, file reviews,application entry, application processing, due diligence, structural analysis, regulatory (including required reporting), zoning /permitting (entitlements) and Leases are completed on time and within budget.
* Coordinate and communicate activites with team members and other departments as needed.
* Lead internal deployment meetings with other managers and team members to review the status of each job and implement changes as necessary to ensure timely project completion.
* Attend customer deployment meetings to provide customer with comprehensive job status reports and resolve any conflicts or issues that arise.
* Ensure accurate and complete files are maintained for projects and appropriate documents are distributed in a timely manner in accordance with CCIC and customer standards. Manage the deliverables and ensure quality control.
* Ensure that all jobs are maintained in a project tracking system with complete accuracy.
* Ensure all documentation related to approvals, modifications, collocations and construction of towers (e.g., structural analysis, lease, title, applicable permits, soil samples, regulatory approvals or others as required) are maintained in accordance with CCIC policies and procedures.
* Provide training and supervision for the Site Acquisition team and internal functional groups.

Education/Certifications/Licensure

* Bachelors Degree or equivalent work experience
* Project Management Professional (PMP) Certification preferred

Experience/Minimum Requirements

* Three (3) to five (5) years of real estate site acquistion and zoning experience with wireless or three (3) to five (5) years project management experience in any other industry

Other Skills/Abilities

* Advanced knowledge of telecommunications/wireless project management, asset management, tower maintenance, and property management
* Advanced knowledge of site acquisition procedures, including regulatory and permitting process.
* Thorough knowledge of applicable planning, zoning codes and regulations affecting site development.
* Familiar with requirements for zoning applications and supporting documentation including presentations for neighborhood or public hearings as required by local jurisdictions or as requested by respective property owners.
* Ability to read and understand A&E drawings
* Ability to direct the diagnosis of work flow problems, critical paths and institute remedies
* Ability to read and understand financial metrics and identify remedies to financial issues
* Customer service orientation with a strong problem solving approach
