Technical Product Management (IT Manager – Senior Manager – ITS)

Job Summary:

Leads the definition, design, development and deployment of key products within the enterprise, bringing new capabilities aligned to customers needs and objectives. Serves as customer advocate in defining and articulating those capabilities and features to create and deliver value. Clearly defines and communicates business objectives into technical solutions, and technical solutions into business products and features.

The Product Manager is a senior level manager who is responsible for providing guidance and leadership to managers, supervisors, employees and other stakeholders (internal and external) in areas focused on managing specific technology components and the integrated technology environment.

With management direction, leads the execution of plans and responsibilities towards the achievement of team goals and objectives. Manages a team and direct reports that include managers and cross-functional resources within a matrixed environment.

Is responsible for hiring, performance issues and appraisals, and pay reviews. Resolves critical issues and performs additional incidental duties as assigned.

*Principal Duties and Responsibilities:

1) Provides senior level leadership to staff and management in the development, coordination and execution of completing critical business objectives and attaining goals in areas focused on managing specific technology components and the integrated technology environment.

2) Researches customer needs and develops customer-centric solutions, acts as the voice of the customer.

3) Defines and establishes the vision / strategy for products and solutions, and represents the vision and strategy to the organization. Leads the planning and resource acquisition to build and sustain the products and solutions within that vision: identifies the necessary underlying tactical plans required to accomplish the related objectives.

4) Works across the system with customers, stakeholders, users, development and operations to ensure each products success.

5) Oversees the implementation and on-going sustainability of strategic business and operational standards and goals to ensure optimal performance and delivery.

6) Ensures the execution and adherence of policies, procedures and processes for FRIT, and further aligns strategies and activities with the business objectives and goals.

7) Establishes and maintains relationships to allow for effective ongoing communication with customers, FRIT management and business areas to integrate products, services and process improvements into business areas` strategic objectives and operations.

8) Reviews and recommends all policy changes/process improvements and ensures alignment with departmental goals and business/client needs. Proactively advocates changes in areas focused on managing specific technology components and the integrated technology environment, and/or operations with focus to improve/increase reliability, maximize performance, and reduce costs.

9) Provides guidance and counsel to Department Officers on divisional strategies and organization, leadership, and staff performance matters. Provides coaching, guidance and assistance to staff and managers. Responsible for ensuring staff development and is a key participant in management activities. Areas of activity include talent management through proper succession planning programs, training and development programs to help position staff for success, and more significant responsibilities to enhance employee knowledge and understanding of the Federal Reserve System, National IT, and FRIT. Ensures successful and consistent completion of all personnel actions (i.e., hiring, terminations, promotions, performance appraisal, and training).

10) Oversees department’s resource management process with Department Officers. Executes projects and process improvements to effectively identify potential cost-saving opportunities, resolve resource constraints, and support business activities through ensuring objectives, goals and client needs are met.

11) Key participant and leader on various cross-functional team initiatives. Performs other duties as assigned.

Position Requirements:

Preferred Requirements:
Specific experience in the following, with a track record of success and achievement:
Leading a Product Management or Product Development team
Delivery methods including, Lean Startup, Kanban and / or Scrum
Translating business objectives into product requirements: acting as the voice of the customer in identifying, developing and delivering products aligned to customers needs and objectives
Measuring cycle and lead times for a Product Management practice
Supplier management for a wide array of process and technical suppliers, both internally and externally.

Knowledge: Subject matter expert in functional area and ability to apply knowledge in effectively planning and directing activities and interpret / administer policies, regulations, reports, procedures and develop complex operating and project plans. Advanced knowledge of department/business lines, Reserve Banks, and / or System operations, policies, procedures and technologies. Ability to effectively align day-to-day activities and processes of the team with high priority objectives and ongoing commitments.

Leadership: Demonstrated senior managerial and motivational skills to supervise staff and management, direct activities of assigned unit(s), direct, participate in and implement large, highly complex operating or business plans, orchestrate team efforts to provide high quality deliverables, meet department objectives and make strategic and notable contributions in attainment of goals. Ability to empower staff to resolve issues and position themselves for success through training, experience, and responsibilities.

Communications: Excellent organizational and communication skills, creativity, attention to detail (compliance), and negotiation skills to interpret results, develop communications and recommend improvements. Able to present information within all settings in a credible, confident and influential manner. Communicates in a concise, direct and purposeful way. Excellent customer service skills and demonstrated ability to interact with anticipated audiences in a courteous, service-oriented manner.

Risk Management: (The individual) is responsible for understanding and applying risk management discipline to ensure appropriate controls and risk management throughout area of responsibility.

Decision Making: Works independently on broad assignments or under general directions as to scope or objectives. Responsible for planning and performance with no guidance or assistance on professional aspects of work except under unusual circumstances. Schedules daily work and provides direction to assigned staff, trains and evaluates performance. Makes recommendations on hiring decisions and salary administrations and disciplinary actions. Develops operating plans and priorities that will be reviewed by officers and executed by direct reports.

Working Conditions: Will require the use of standard office equipment such as computers, phones, photocopiers, etc. Physical Demands: Requires some degree of sitting (for prolonged periods of time), standing, lifting carrying, pushing, pulling less than 20 lbs.
Hours of Work: May require extended work hours. Occasional travel including overnight stays may be necessary.

US Citizenship or US Permanent Resident status is required.

Education/Experience:

Bachelor’s Degree or equivalent experience/Master’s Degree may be preferred with 10+ years of relevant work experience / 3+ years of management or supervisory experience.

What is the Category Manager, IT Sourcing responsible for?

The Category Manager, IT Sourcing is directly responsible for strategic sourcing, negotiation, contracting and category management. The goal of the position is to reduce Best Buys total cost of IT ownership and to mitigate Best Buys risk by leveraging effective sourcing strategies, tools and processes for IT products and services acquired for internal use by Best Buy. This position interacts with managers, directors and officers throughout the Best Buy organization.

Areas of ownership and impact:

Strategic Souring Category Management
* Manage and strategically source a portfolio of IT products and services with emphasis in one or more IT categories/sub-categories using tools, processes, and strategies to drive and achieve business results.
* Develop and influence sourcing strategy and determine the best tools and methodology for each assigned sourcing initiative/project.
* Leverage tools, policies, and internal partners to educate internal clients and to mitigate and manage third-party risk through effective contracts.

Partnerships
* Closely partner within Procurement and with cross functional teams to ensure a close partnership with internal Best Buy clients in delivering a consistent customer experience utilizing key sourcing, contracting and compliance processes. Sub-Category/Category Strategy Development and Support
* Collaborate with clients in developing a category/sub-category strategy and influence the clients overall Procurement strategy, based on total cost of ownership principles and best overall outcomes for Best Buy.

What is required for this role?

We are looking for a Category Manager, IT Sourcing who is innovative and drives value across the Enterprise. Basic Qualifications
* 5+ years of Procurement experience to include sourcing, negotiation and contracting
* 4+ years of category-specific, IT procurement experience including the sourcing of software, hardware and related IT services
* 4+ years of end to end sourcing project/process management including RFP / RFQ experience

Preferred Qualifications
* Bachelors degree or equivalent work experience
* 8+ years of Procurement experience including sourcing, negotiation and contracting.
* 6+ years of category-specific, IT procurement experience to including the sourcing of software, hardware and related IT services

Healthcare Project Manager (Non IT)

Standard

Manages the development and implementation process of company’s projects involving departmental or cross-functional teams focused on delivery of new or existing internal/external programs and/or products. Plans and directs schedules and budgets. Monitors the project from initiation through delivery and monitors for continuous improvement. Organizes the interdepartmental activities ensuring completion of the project on schedule and within budget. Interfaces with internal and external customers on technical matters and project status. Responsible for assembling a project team, assigning and monitoring work of team members and providing guidance and leadership.

Responsibilities:

* Works on extremely complex projects (or multiple projects) spanning across business areas where analysis requires evaluation of intangible variance factors.

* Able to impact beyond area of responsibility.

* Ensures strategic direction of projects is in line and designs strategies for alignment with Company and business unit goals and objectives.

* Consults and makes recommendations to senior management on significant issues.

* Knowledge encompasses entire scope of company products, functions, marketing and/or service policies and procedures.

Qualifications

* Ability to interact with all levels including senior management and influence decision-making.

* Proven ability to determine key business issues, develop effective action plans and implement to successful conclusion.

* Ability to operate at a strategic business level and fully incorporate business strategies within all projects.

* Generally requires Masters degree or equivalent and 8-10 years of experience.

Clinical licenses strongly preferred.

IT Analyst – Programmer – A

Standard

Provides IT support for vended and custom applications, including resolving highly complex issues, and assists with data security, redundancy, and support in collaboration with more senior technical staff.

Conducts root-cause analysis by researching hardware environment and software application and system problems, works with colleagues and customers to resolve issues, documents resolution, and communicates resolution with customer. Regularly reviews applications and makes modifications and/or updates of a single system application or basic software and their associated hardware at multiple Mayo Clinic sites to ensure currency and functionality within the established environment. Contributes to the design, development, implementation, and maintenance of custom system software, and/or the installation and maintenance of purchased systems software, as well as the configuration and support of hardware systems across Mayo Clinic.

Produces and maintains documentation such as systems requirements, designs, resource inventories and plans as requested. Interfaces routinely with colleagues who may be located at any of the Mayo Group practices to perform job responsibilities requiring virtual collaboration and partnership. May be required to provide 24/7 on-call support.Bachelor’s degree and training/experience in technical development;
